Help!! I'm in lag hell!!
Well, I don't know how much it'll help, but just based on the information yo've given here, if it was working fine before you changed your OS, it sounds like the problem is on your end.
I experience the usual lag in highly populated areas and in the 3rd mish of the ITF like always, but I haven't noticed any recent changes in anything that indicate a serverside problem.

Windows 7 requires a lot more RAM to run than XP ever did. How much RAM do you have on your computer?

Lag is a bad term to use because it can mean many things. Do you mean latency, or ping? That refers to your internet connection. Do you mean framerate, which is caused by your CPU/GPU usually? Do you mean stuttering, which is caused by programs accessing the hard drive?

Edit: My gpu is an NVidia GTX 260 with 1gb ram. Should I get more ram now? I really wanted to wait a couple of weeks until I was in a better financial situation.

Edit: After looking up latency I'm going to have to change my opinion to that as the problem.

Edit: It wasn't working fine. Which is why I wanted to upgrade my system in the first place, but it was working a whole lot better than it is now. I experienced pretty regular lag issues with XP but nothing like this.
Here's my system specs. Sorry, I should have posted this first:
OS: Windows 7 64 bit home premium
MOBO: Msi K9n sli v2
GPU: Nvidia GTX 260 1gb ram (1 fan) Driver version 266.58
CPU: AMD phenom 9650 quad core 2.31 ghz
Ram: 2gb corsair
DirectX 9.0c
Let me know if you need anything else.
Okay, 2GB is okay if you're running the Win7 OS and doing a bunch of light computing tasks. XP was much lighter on memory requirements.
Additionally, CoH by itself, can eat up to 1.5GB before getting unstable.
Likely you're having massive resource contention issues complicated by excessive swapping to disk.
All of this will slow you down tremendously.
You didn't have these issues previously because your old OS still had plenty of free RAM. Your newer one doesn't.
More memory should help you out tremendously.
One more question, you're simply going to add the 4GB to the 2GB you have for a grand total of 6GB right?

I spoke too soon the problem isn't solved but it is much better. I reset my in-game graphics to medium which is what was recommended and the lag came back. I put it back down to minimum and I can play with very little or no lag so it's a workaround until I can afford to buy more ram. I think that's the best thing I can do for now unless you guys can recommend something else.
Actually, I was having problems before, but not to this extent, which is why I upgraded the OS and I'm planning to upgrade my ram soon. Yes, I am going to add 4gb to the 2gb (which will bring it up to 6gb) and later on if I still need it I was going to replace the 2gb with 4gb (2x2gb) for a total of 8gb. I think I may have solved the issue but it's still too early to tell. I talked to a tech guy I know and he recommended I install Avast and uninstall Norton (which I was getting free through Comcast). I did that and I cleaned up my registry with CCleaner and so far it's working good but it's only been about an hour. We'll see in a couple of days if this resolved the problem.

Were I a betting man, I'd say that you alleviated it to some degree by pulling notorious system resource hog Norton off the machine and replacing it with something that isn't as resource intensive (Avast). Freeing up processor time, memory space (and by extension disk I/O due to frequent swapping of heavily loaded memory).
Chucking more memory at it should actually create a rather drastic improvement and reduce swapping to disk considerably.
Also, since this is a desktop machine, you could throw an extra hard drive into it and move your paging file (swap space) on that drive to further reduce I/O contention. Just remember to remove the paging file from the primary disk.
I was going to put my Game Advisor results up to see if you guys could find something that I missed but I got this message when I tried:

Try giving us your CoH Helper and HijackThis results (see my sig for the howto).

P.S. I may have found one of the culprits. One of my external drives is really overloaded and the other one is getting pretty full too. I'm going to delete some files that I don't need.
P.S.P.S. I closed the error message on Hijack This and it ran. I'm not sure if all the info you need is here but here's what it gave me.

Well, it's been an agonizing week. The problems I was having were from a failing hard drive. I've been without a computer for the last 3 or 4 days. I'm back up and running now though and I'll probably be back on the game tomorrow.
The devs have been a little slow in action regarding this issue so I'm coming to the community for help. On Sunday, I changed my OS from Windows XP 32 bit home edition to Windows 7 64 bit home premium. I updated my video card drivers, installed DirectX 9.0c, Adobe Flash Player, etc... Beginning on Tuesday morning I've been having the worst lag in recent memory. It's even affecting this message while I'm typing. I've had to pause several times to wait for it to catch up. Please help!!
