I like Kat/elec more because DA covers some of /elec's issues, DA can ultimately be dropped on a /sr with the right build while DA is always useful for /elec, and I'm in a phase where I like having a damage aura when possible. My /elec is DB/elec so I can't directly compare it, but my Kat/sr has been rather solid so far at 47.8 so to me there is no bad answer.
I'm thinking the /Ela will be as good if not better vs certain mobs than the /SR but that if you want to put on a blindfold and jump headfirst into the unknown that overall the /SR will be tougher (and assuming a fair amount of IO work for either build). The /Ela will also have a slight edge in minion munching aoe power due to the aura.
I love Elec Armor, especially when you layer defense on it, and Katana does just that.
I have this top end Kat/Elec build laying around, mind as well post it ITT. It's pretty expensive and I don't expect anyone to go for it, but it serves its purpose of showcasing Kat/Elec's lategame potential.

this is the debate im having about which new scrapper to take up to high levels. both have the +recharge auto power that im looking for. i know sr will be softcapped to positions, and high defense debuff resistance. i know ela will be softcapped to smashing/lethal, with a few other useful tools (end management, dmg aura) i think in a lot of settings the ela would be better, but then again i havent taken one up high. what do you guys think?
