How do PVP Recipes drop?

I need a clarification on how these recipes drop. If you are on a team consisting of two players, and defeat an opponent, does each player have a chance of a recipe dropping for them? Or does it determine first at the kill if one drops, and if so, randomly determine which member of the team gets it? Can both team members receive a pvp recipe from the same kill, or not?

A siren goes off in the Dev's office and strobe lights flash - when a player actually attacks another player.

It is immediately flashed up on the Jumbotron and a hasty meeting is called. Since the research paper on a PHD based on how to frustrate players in an MMO PvP enviroment is nearly complete - a decision needs to be made on whether the Pavlov dog theory is to be applied.

If it is applied then a PvP recipe is gifted to one player and this causes a backlash onto the other player who now is frustrated in that when he rings the bell nothing drops.

It becomes apparent to neutral viewers that if PvP was actually being "encouraged" PvP recipes would drop regularly in normal play. The title of the paper when published will be "A Case Study in Frustration - How to Ruin PvP in an MMO."
