Post Issue 19 what are some good power choices?

Maneuvers and Tactics are good choices. I like putting 2 extra slots into Maneuvers. LotG Defense, Defense/Endurance, Defense/7.5% global. You get good set bonuses and a great global enhancement. Combo it up with the same slotting in Weave and a 3% defense in Tough and you'll start to see your survivablity go way up.
I primarily say Leadership pool because everyone else seems to be taking it. That means pretty much any team you're on is gonna be stacking defense, damage and to-hit. It'll be like a mini superteam every time.

If you have 3 powers and no slots at all to devote to them, take the Concealment Pool. It has 3 powers in it that can act as LotG mules, and none of them need slots at all to be useful if you should choose to actually use them.

Of course, I always found a way to fit Leadership in on most of my builds before i19 so...

Adding Concealment and using the powers as Luck of the Gambler +recharge mules is fine if you're just trying to do a quick and dirty I19 respec. I did a quick and dirty I19 respec on one of my mains, and I'm happy enough with the results to not bother with a complete redesign.
But if you're actually planning a build around I19, I think "which three powers can I add without needing slots" is just the wrong way to think about it. You're not adding three powers to an existing build. You're creating a new build with 31 (or whatever) powers. Tear it down and start over. Tabula rasa.
Hmmmm, it's like you have a 1500 square foot house, and you want another 300 square feet of living space. Yeah, you COULD convert the garage, but if you actually designed a new house from the ground up to be an 1800 square foot house, it would be nicer, better integrated, more efficient.

With issue 19 and the switch to the power sets, I suddenly have three new options that have opened and no slots to give them.
Given that restriction what are some of the best powers that require no additional slots for a decent return?
