Katana/Invuln is a great pairing in my experience. It was the first Scrapper I got to 50, and the first character I used set IOs on. You can achieve an excellent mix of offense and sturdiness with the build, that's for sure.
I would also recommend typed defense, because it will stack with Invuln's defenses. Inv/ has excellent layered defenses, and uses much more than just resistance to survive. Focus on S/L first, and other types second.
Early on Divine Avalanche will contribute to your survivability in addition to being a decent attack, so try and work it in ASAP if you can. I'll also second the vote on +recharge. +Regen is also nice, though with Dull Pain you wont need to worry a lot about +HP. I'd highly recommend Hasten and the Fighting pool, but neither are requirements.

As already stated, typed defenses and perma Dull Pain. I would personally use Divine Avalanche to cover lethal defense, and leave myself with a ranged and AoE smashing hole. There isn't a lot of it, and when people do throw boulders at you, you still have high resists and capped hit points, so it shouldn't be too bad. That lets you focus on fire, cold, energy and negative defense. You're probably shooting for 45% to those with several enemies in range. How many is up to you. For maximum survivability, pick up Aid Self as well. Yes, you want resistance, but the set bonuses for resistance aren't very good, so that's pretty much down to taking the right powers. I'd personally try to work in all my passives, and supplement with Tough.

Personally I use a build with close to soft capped S/L/E/NE (44% and 43%, IIRC) with one enemy in range of Invincibility. I also have a bit over 60% global rech and Hasten in order to have perma DP.
The most important thing, in my opinion, is to get your S/L/E/NE up to 32.5%+ with one enemy in melee range and after that getting the 55% global Rech (or ~40% + uncommon alpha). F/C Defense isn't that important to worry about because those damage types are fairly rare and often come with a S/L component.

So, I took a bet from a friend of mine and am rolling a Kat/Inv scrapper. Unfortunately, in order to make him a badass-caliber character like my bs/sr, i'm finding I don't know what I'm aiming for in design.
Was wondering if someone could point me in the right direction. Am I shooting for a high s/l resist? or is it about positional defense?
