The goal with any defense-based build is to hit 45% defense. If you don't understand why that is important, try reading some Paragon wiki pages. After that, try to get defense debuff resistance, global recharge bonuses, and any other set bonuses you like.

You slotted a few attacks with 4-slot bonuses that don't really help much. Go for the 5 or 6 slot bonus if you aren't soft capped or if it provides global recharge. Keep in mind the bonus amount divided by the number of slots expended to get there is a way of viewing how "efficient" a certain set bonus is in your build.

Don't enhance Grant Cover's defense. It doesn't do anything for you. You still need to run it for the defense debuff resistance, though.

I'm not sure if it was a Mids' bug or if you did it. One With the Shield was on and Weave was not. One With the Shield probably won't be needed in your build. The crash at the end will likely get you killed.

Here is a build that uses the fewest number of slots possible to reach the soft cap. This leaves you with plenty of room to customize it the way you want. If you don't like Focused Accuracy, put the set in your build up. Also, try to get Active Defense down to a 60-second recharge so you can double stack it to reach the defense debuff resistance cap. Hasten and global recharge bonuses will help you do this.

Ok. My first thought was "only one attack till level 20?" Yikes. Fit at least one more attack early on and push Grant Cover back to 32 at least. I'd even hold off on getting One With the Shield till later, but that's just me.

I'm also one of those folks that strongly dislikes Focused Accuracy in a tank build, so every time Syntax42 drags it out I'll mention that I don't recommend getting FA. I think it's a huge end hog for what it brings to the table. Sorry Syn, but I'll agree to disagree with you on this.

This was a quick, pre i19 build I'd done for a SD/Axe Tank I have on a server I don't play on often enough. If nothing else, it should give you some ideas/directions. I might re-do it later today to an i19 build, but for now this might help you. It is by no means a perfect build, so don't take it as such.

I'll agree with Rangle - Gaussian's is a wonderful set for Shield tanks to invest in, but if you have Build-Up, put it there.

My shield tank does have Focused Accuracy to slot Gaussian's into - but that's because he's shields/SS, and Gaussian's does not have enough recharge for my purposes in Rage. Likewise, a Shields/DM might want to pick up FA rather than slot Soul Drain with Gaussian's.

Basically - With standard IO slotting on a shields tank, with Weave and Combat Jumping, you need only seven set IOs to softcap. Those are a full set of Gaussian's and a Steadfast +Def IO. The rest of your slotting can be used as you see fit - better recovery, more hitpoints, recharge, or whatever you desire.

With careful slotting, you can obviate the need for Weave and Combat Jumping if you want.

However there are good reasons to take weave/combat jumping regardless; even as a defense set, SD doesn't have enough slots to put in 5 lotG, and one might want to 3/4 slot both defense and resist in Deflection (or basically, fill those slots with pure IOs), removing the option to slot in Lotg there too. If one is taking those for mules might as well use them effectively.

I don't get weave very often (Only on my WP tank so far), but I highly, highly, HIGHLY recommend Combat Jumping. Decent defense to all, almost NO endurance use and it helps with your movement in a fight. It can also give Super Speed some much needed vertical movment when needed.
