Has Freezing Rain/Sleet ever worked as per description?

It's been documented on the forums that Freezing and Sleet are currently bugged. The "rain" powers last for 15 seconds and, according to the in-game description, the debuffs last for 30 seconds. Players have tested to find that the debuff does indeed last 30 seconds if the enemy escapes the rain before it goes away.

It was disheartening enough to read this, but even worse to see it in action the other day when used my power analyzer to see the debuff stop after 15 seconds.

My question, for the "Player Questions" forum, is - did these powers ever work as advertised? If yes, does anyone know about when it was broken, was it a specific issue release or patch?

Another question, does anyone happen to know if this is on a priority list to be fixed?

I view this as such a key, signature power of the Storm and Cold Dom sets that it's frustrating to realize these key powers are operating at basically 1/2 of their effectiveness.

I could very easily be wrong here, but from my understanding it's working as intended.

As I understood things, the debuff from FR lasts only 15 seconds on it's own, and doesn't stack from itself.

However, the debuff is continuously re-applied during the 15 seconds that the rain patch lasts.

So, if the mob stays in the patch for the entire 15 seconds, they will be debuffed that entire time plus an extra 15 seconds from the last tick of the rain patch. == 30 seconds.

If they get out of the rain early, then the debuff lasts for 15 seconds after they leave the patch.

If they are in the area of effect when the power ends, the debuff ends prematurely.

To Soulwind - That's not what I observed with the Power Analyzer. I dropped Sleet, the mob stayed in the patch, the debuffs went away after 15 seconds. Specifically, I saw a 30% resistance debuff applied for 15 seconds. At 15.1 seconds, the debuff went from -30 to 0.

Your understanding is spot-on for how it should work. Just not how it works in practice.

Mmm...

I think the power does not work as advertised, but perhaps the power is working as intended by the devs, after all its used by a support class, and they have not bothered to correct the description.

Most of the power descriptions that are odds with powers that are WAI have been corrected to match the power. Not to mention that "after all it's used by a support class" seems like a... bizarre justification for not correcting a description.

All location-based continuing debuff patches are bugged like that. The first i encountered the issue was with a Glue Arrow discussion back when TA was far lower performing than it is now.

The issue is that the debuffs from the patch are supposed to persist on the mobs for 30 seconds after being hit with them. If the mob leaves the patch before the patch expires they will be debuffed for 30 seconds. If they're still inside the patch when the patch expires, whether they entered it 1 second ago or 30 seconds ago the debuff ends instantly. As i recall that was acknowledged as being bugged, but it was several years ago and i can't recall the last time it was seriously discussed or mentioned. It appears that it's both difficult to fix and a low priority issue. It took Oil Slick Arrow's ignition issues years before a reliable fix was found and it's a far more apparent and noticeable problem.
