I have a question that's a bit more specific. If I put the Performance Shifter: +End proc in Nova or Dwarf will it proc while I'm in human form or will it only proc while shifted?
Only while you're shifted.
If the proc is in inherent stamina, though, it will carry across forms.

Quick question...if I slot an IO set into a human form power, will the set bonuses for that IO set be available in Dwarf and Nova form?
