Concept
Wow, that's like... interesting. It sounds like of like a "MAN" build, where you go mostly to the Pool for your powers. But your build shows a lot of attacks other than the three you listed. Am I misunderstanding what you are saying, that you actually only want Neutrino Bolt, Boxing and Kick, and don't plan to use those other attacks? Or are you planning to use all those attacks, but the three are the ones you HAVE to have?
Neutrino Bolt, Boxing and Kick all recharge so fast that using Hasten or a Recharge IO build isn't going to help you much. Eventually you'll get to the point where the attacks are recharging so fast you don't have time to animate them. So what you will probably need is more damage boosts, like from Assault. Honestly, I think I would try and build around the slower recharging attacks, like Cosmic Burst and Bonesmasher, to try and get the damage up. I think I would also go for Air Superiority and Jump Kick from the Pool instead of Boxing and Kick, as they would have more damage with slower recharge.
If you can dump the Stealth pool and use IOs instead I'd love to see Air Superiority worked in there. It still has a natural feel and it's great mitigation against bosses that aren't immune to knock down.

The other attacks are in there for the set bonus. I only plan to use X-Ray and AIM from the primary. I went with recharge because I thought having X-Ray up as much as possible would be better. I do like the idea of adding AS from the flight pool. I'm at work right now but when I get home tonight I will see about making some of those changes. I might try to build for damage with a small amount of recharge too.
imo you are severely reducing your effectiveness on teams and even for soloing.
boxing/kick are just not very effective dps even with the procs...but if you are just gonna use all those other powers for set bonuses you should really be looking into s/l or melee defense or maybe even s/l resistance to boost survivability.
xray/box/kick are fast to recharge anyways and since your own dmg will be much lower than that of other blasters you will need some kind of way to stay alive.
also from your current builds standpoint since you will only be using those 3 attacks i would try to have both boxing and kick before lvl 10 so you can have a decent attack chain.
while i love concept toons, i love being a notable contributor on teams more. maybe something like a MA scrap with sr or wp...then get body mastery for laser beam eyes.

Honestly, given that you are slotting Electron Haze with knockback like that, I would go ahead and use it. It will do negligible damage with no damage slotting, and the knockback will help keep foes off you. Cosmic Burst, too. Picking up Proton Volley and slotting it with Manticores, though, and then not using it; I realize you're going for the damage bonus, but there are better ways to get the damage bonus, and even with less slots.

Personally, if I were going with this concept, I would concentrate on the EM melee attacks, and build this character as a Blapper. X-Ray beam would then be my main ranged attack, but in melee I'd be doing way more damage. More than just Boxing or Kick anyway. And if you're willing to use melee attacks I don't see it as too far out of concept.
I just can't see you getting that much damage out of X-Ray beam, even if you fire it back to back. I'm guessing maybe it has the DPA for it, but still, I can't see it beating Bonesmasher or even Cosmic Burst. (In fact, I know it won't beat Cosmic Burst)

I'm guessing he's making a Cyclops style character, one who just uses regular hand to hand attacks when he isn't shooting lazers out of his eyes. Personally I'd make a Martial Arts Scrapper and take Laser Beam Eyes from Body Mastery, but that would require waiting until level 43 for the lazers...

I enjoy concept characters just as much as the next person, but I don't think that I would attempt this one with the current options in game. The future looks bright though, judging by Positron's interview on Ten Ton Hammer.

This is what I was worried about. I knew going in that I wouldn't be a huge dps toon but just wanted to check. Guess I will hold off on the respec for awhile then. Thanks for all the replys
So I came up with a concept build I'd like to try, but before I respec him and pay for a server transfer I wanted to ask some advise. The deal is he can only use X-Ray Beam, Boxing, and Kick as attacks. Also he can use BU, Aim, Boost Range, PB, and hasten as self buffs. I tried to get as much recharge as I could without using purples(except the procs and 2 Apocs that I already have). I have enough Inf to afford them, but I didn't want to use them on a concept. I know this is the best use of powers or slotting for DPS or whatever else. I guess I'm asking if anyone can see a way to get more damage out of the 3 attacks. Or if this build will be of any use at all to a team. I am open to taking leadership if need be. I'm pretty sure I could fit that into the theme. Ayways here is the build.
