Q on DDR
For Shield Defense, the powers that enhance defense debuff resistance are Battle Agility, Active Defense, and Grant Cover. The DDR in Grant Cover is not enhanceable. Active Defense does not accept defense enhancements, so 3 Membranes are usually used because they provide recharge bonus as well as the defense enhancement.
To see how much DDR you have in-game, click on "Powers" above your action bar, then click "Combat Attributes" at the top of your powers window. Click on "Debuff Resistance" and look for "Defense Resistance".
To see your DDR in Mids', click on Window -> Advanced Totals. Click on Status at the top then look at Defense under the Debuff Resistance category.

You can find Defense Debuff Resistance by clicking on Powers above your action-button tray, clicking on Combat Attributes, and then expanding Debuff Resistance. For Shield Defense, your DDR is provided by Active Defense, same as your mez resist, and while it doesn't appear to be enhanceable, I'm told that you can get Active Defense recharging fast enough to stack with itself if you need more than one application can provide.

Thanks for the quick reply. One other question then is what is a good mark to shoot for. Form the builds I have been seeing most are around 60% but I am not sure if there is any way to boost it past that amount? I played with some of the Hami IO's in active defense but that really changing it by a small amount. i know it is all %'s and every little bit helps though too.
with 3 membranes in active defense, you should be getting 27% DDR out of it. With all that recharge, however, that power is going to be doublestacking for almost all of its duration. Mids doesn't account for this so you need to add the extra 27% to whatever mids is showing you.
Pretty much anything over 80% is groovy. As long as you take GC, get at least 2 membranes in Active Defense, and slot Battle Agility, you should have plenty.

The trick to getting high DDR on Shield Defense is to double-stack Active Defense with at least 2 Membranes in it. Get the recharge time on it down to or below 60 seconds.
I have my ele/sd scrapper almost fully IO'd out. I have him at soft capp to all positions. I have read alot about ddr(defense debuff resistance?) I know I do want to have it as high as possible also to avoid a cascading defense debuff so to speak. I am not sure how to tell what my DDR is and how I can get it higher. I am a ele/sd/blaze scrap and I have seen people put in a few Hami IO's but I am not sure how this effects DDR and what powers to put it in to improve. I went on a couple groups in Cim and some of the enemies in there attack and have the defense debuffs attached to those attacks. I know after I get hit once or twice how badly that can be hehe. Any help would be appreciated!
