As far as I know, the only professionals are NCSoft staffers and sweatshop squatters in China. Neither of them are known for posting lots of "uber" builds.
Your best bet would be to post the build you have now and ask for improvements.

Well I currently don't have a build. I'm not really looking for "pro" just someone who knows what the heck there doing when it comes to making builds and someone who enjoys making them. So that I'm not getting someone to do something they don't want too. Basically just want a good build that can really support the team with healz/fort. My friend just told me not to go emp/dark/dark to go emp/dark/power for the temp invul and build up. So if anyone can make me one with max io's would be greatful.
No offense but it seems like you're asking someone to do all the work for you, and that's freakin lazy. Even if they make this build for you, it'll take you time to get to lvl 50, then with slotting, it's not like someone amkes a build and overnight you are uberAT. This is mostly build critiques and suggestions. I've put my fire/rad and warshade builds here for critique and while I have listened to a lot of suggestions (especially with my fire/rad). I'd never either ask someone to make me a build or completely change my build because of their suggestions. You need to figure out how you like to play, what powers you like and what ones you don't. I wouldn't play a build full of powers i don't like, and set bonuses that don't go along with my playstyle. A lot of fire/rad play with defense and end mitigation in mind. i play heavy damage, recharge, but my end sucks. it's my playstyle. Long story short, stop asking for handouts, get out there figure out what you want your build to look like, then post it here for pointers/critiques.

Whoa. A bit of unnecessary hostility there.
If you wanna see how many ways there are to skin a cat, pick up Mids and toodle around in it for a while. You can even pull some of the builds already posted into these boards previously. So you have a starting point.
Part of the point of the game is to understand what your powers and enhancement choices are doing so you can use them to maximum effect.
Providing you with a multi-billion dollar build means jack squat for your since you won't know how to play it properly.
Also, in a lot of cases what you see are FINALIZED builds. Stuff people rebuild into after achieving 50 and having a good grasp on their powers. As a leveling build, some of them SUCK ***. Simply because you don't have an appropriate number of slots (which start flowing faster in the 30+ range) to accept certain enhancements.
Again, if you already have a build of a toon, submit it here and let people critique it (just don't take it personally when they tear it apart and rebuild it into something that is (for them) more effective).

If you can't be bothered to put forth any effort at all, or even use the forum Search function, I doubt you'll get a lot of charity here. These type of threads tend to be frowned upon by most posters.
Your best option is to post the builds you want optimized in the appropriate AT forum.
The alternative, as you have alluded to by mentioning pros, is to pay for builds. I charge a flat rate for my time in influence. 750 million per build, but I guarantee performance. For a taste of what I can do with IOs, see my Dark Armor Sucks video.

A Simplified Guide to Attack and Defense
All right. Not sure about the replies you've gotten, but - well, one, this isn't really the place to ask for builds. Player guides = player posted guides (like the slew in my sig.) It's a good place to *search* for information, though.
If you want specific help with specific ATs, though, I'd suggest going to the specific AT's forums (Defender and Mastermind in your case.) Be a little more specific than "pro build," though.
Emp/dark/dark - ok, they can probably work with that right off the bat, though you should specify a few preferences (travel, etc.)
"Good MM" is just... really vague. Some are great at single target, some better with AOEs, some primaries and secondaries work really well together, some don't, and that's not going into playstyle (f'rinstance, I have a bot/FF. Powerful, reasonably. Safe, yes. To me, boring as hell. Nearly turned me off MMs all together. My bot/trap or Thug/Poison, though, I love.) Again, specify what you want and playstyle... in the mastermind forum.
