Update for the update to my DM/WP
I think your build needs some AoE attacks if you solo missions with large spawn size. Sometimes, killing faster helps you live better as well. I modifed your build such that soul drain and darkest night have more slots. I doubt that you use touch of fear a lot, so I replaced it with dark obliteration. The build should have higher regeneration, and the s/l defense remains soft-capped. The build should do ok without purples. However, if you have inf to spare, they are nice additions.

You are correct in that I don't use Touch of Fear much. It is mainly a set mule, with the idea that I would use it on AV's and other tough targets. The problem with that, of course, is that I guess those guys resist it quite a bit. I was considering switching to Dark Obliteration anyway, so this looks good.
My question is do I still have enough accuracy? I was a little worried about that already, and this build has less than I was planning on.
Also, I noticed you went with efficacy adapter, for the Plus hit points and 1.5% end recovery I guess, rather than use the performance shifter chance for Plus endurance. Is that 1.5% end recovery benefit really greater than the proc? I see that if I replace the end mod/acc with the proc my end recovery falls from 4.02 to 3.87. Do you know what the proc equals out to?

Hey Tim I also have a Dark/Will Power Brute and may be able to add some advice. He is my favorite toon and the build quotes above look good. I do have to say though that not including touch of fear is something that I disagree with. Tim you are right that it is there for Elites and Av's and such and its base mag is four for fear. The part of touch of fear that is so valuable though is the -to hit aspect of it. With just three minus to hits slotted mine is -17.9 and it stacks with all your other hit debuffs and lasts a good while too. Touch of fear slotted with - to hit and darkest night together will make accuracy a nightmare for just about any foe you come up against.Another thing is I think the way you play the toon has alot to do with survivability also. Spamming darkest night on a hard target then jumping in and hitting dark obliteration is equal to you no hit me I hit you. I think DM/WP is a beast in its own right and hope this helps you.

Just a side note Dark Soul. AVs and to a lesser extent EBs resist debuffs. IIRC, they have about an 87% resistance to pretty much every debuff, making your 17.9% debuf something like 9%. It is a major kill in your DPS since it does no damage. (so if you are trying to solo an AV, there is no way you would want to increase the time it takes to kill an AV by 5-10 minutes, just to get that little extra debuff)
Your character does not have capped defense. Depending on your AT the cap is between 175% - 225%. Your defense is not teal in the combat window, it can go higher. STOP SAYING IT IS CAPPED! The correct term is Soft Cap.
