Unable to create a new character?

Hi. I currently had I believe three character creation slots that were unused... And currently I'm not able to create a new character?

I even just deleted a character that I'll never use in order to reroll, and right as I did that, the slot said "Unavailable" and had a padlock symbol on it. Whats going on here? Is this only affecting me?

I can't either. I think it has to do with the online store being down.
