Tips vanish after leveling or switching builds?

Tips do indeed clear at the range changes :/ 20-29, 30-39, 40-50

I recent had two or three un-investigated tips (I hadn't accepted the mission yet). I gained a level (level 30), then went to train both my builds up. After switching builds and picking powers, I looked at my tip window and the tips were gone.
