Perma-Dom is amazing, you will defo want it and anyone smart enough will want you in there team. (makes LRSF a breeze)
I respecd into perma dom and think that would be the best way as it cost me 3 billion to get... prob doesnt have to cost that much but if i were you enjoy your way up to lvl 50 then respec into it (ill post my build 2moza).
I dont use Telekinesis but it does have its uses but when you are 50 you will be perma dom and shouldnt need it (i dont)...
and Cats? my trouble is lil kids lol
Perma-Dom is when you are able to hit the Dominate button before your Domination bar drops down to zero. This is achieved by having enough global recharge that the button recharges faster than its duration.
Some people like to achieve it earlier by picking up lower level set IOs so that they get the bonuses at lower levels, but I personally just like using the set's max level to gain the most enhancement from the IO. This means when you achieve Perma-Dom is based entirely on your build.
For my Perma-Dom, I just slotted the sets as I reached their levels. For instance, I slotted Basilisk Gaze in my ST Hold at level 27 since it caps at 30 and I slotted Decimation in a few of my attacks at 37. This approach made the trip rather fun because I was able to see myself slowly approaching my goal.
If you want to try out Telekinesis, I recommend copying the character to the Test Server and using a free respec there to tinker around with it. However, the power is one of the weaker powers of Mind Control.
The alpha slot is achieved at level 50 and acts like a 7th slot in all your powers. This means any unenhanceable powers such as Dominate receive zero bonus from the alpha slot as well.
I also recommend you reaffirm your character as a villain via morality missions as soon as possible so you gain access to the temporary power Frenzy. This power will fill up your Domination bar instantly, making things a lot more fun while leveling.

1. Domination is still built by attacking, that hasn't changed since you left. Perma-dom can be achieved when you have enough global recharge that the Domination button recharges before the Domination state crashes. Since the bar is still full, you can press the button again, get another bar of endurance, and continute Dominating; you don't crash.
If I remember correctly (and I might not, I don't have a Permadom of my own), 77% global recharge + Hasten will barely make the grade; lag or slows could easily thwart you. From other forumgoers, 80-90%+ global recharge + Hasten gives you more of a cushion to not have to hover over the Domination button to click it just in time.
2. Telekinesis isn't a make-it-or-break-it power. You'll be fine without it, but maybe use a 2nd or 3rd build to try it out and see what you think of it. At then at least you'll assuage your doubts.
3. Yes. Alpha slot you can only get at 50. And it is amazing.
4. Put the money in the mailbox next to Trader Joes by 4pm, or you will never learn the truth.

You probably have a free respec. Use it with /respec.

It's considered a late game goal, but you can get it earlier with dedication. It costs a ton of Infamy to do it with just the market, so you'll want to do Strike Forces and Story Arcs for the Reward Merits.
With Hasten, you need at least 75% total Global Recharge buffs from any source (but you'll want more for a safety net). Without Hasten you need something like 150% Global Recharge from any source.

Also, Doms have changed a lot since you left.
Domination no longer buffs Damage, but in return we have .95 Ranged and 1.05 Melee modifiers, essentially giving us close to Blaster damage at all times. Damage buffs do more for us than any other villain AT. This is the main part of what is referred to as "The Dom Revamp".
In Psi, every power is better except for Psy Shockwave, which is now just a decent PBAoE attack and not the end-all-be-all of the set.
Fitness is now Inherent at level 2, but you need to /respec to get it on any character that existed before I19.
