At a glance it looks like you went overboard with the defense bonuses. 45% is the what you should aim for, and the good news is you surpassed it. If you're worried about -def debuffs, the build doesn't have enough defense debuff resistance to properly mitigate them. Melt Armor for Scrappers is awful so I got rid of it. I shuffled some slots around so you'll maintain the softcap but have better global recharge for more Lightning Rod/Shield Charge goodness. Based on your set choices I'm guessing purples aren't in your budget so I took that into account.

I completely forgot about Granted Cover's resistance to defense debuffs. This is my first Shield Defense build which explains the overload of defense lol. Thank you very much for the help, I'm going to try this out.
