SD/Axe - need opinions
A quick look: you've got a ton of melee def, but almost no EndRed in your AoE's. Start swinging and you could have some issues. While I'm not too proficient with mids, running out of end as a tank is usually a death sentence since everything is focused on you. I would look to get some endred in those AoE attacks instead of the extra melee defense.
Fair enough. I swaped out some Obliteration sets for Scirocco's Dervish. It's a trade of Melee defense for some AoE, but much better EndReduction.

Kinetic Combat is *not* a good set for positional defense bonuses; it's very expensive and gives half the melee defense bonus of Touch of Death. Scrounge up another slot and 6-slot ToD in Gash instead.
Deflection provides S/L resistance as well as defense, try to find a couple more slots for it so you can slot some resistance IOs.
True Grit is way overslotted for Resistance; its primary benefit it to provide +HP, resistance is just a side benefit. Use 3 or 4 slots from a Heal set then another couple from a resistance set; 2 common resist IOs would be fine. Don't bother use Reactive Armor, the positional set bonus is tiny and not worth slotting for.
Battle Agility is underslotted for end reduction, I'd try to find another slot and put a LotG Def/End/Rchg there.
You're still low on Ranged defense, so try to find the slots to put a Mako's bite set in one of your ST attacks.
Skip the Impervious Skin Status Resistance IOs, IMO they're a waste of influence for a tanker who's got substantial mez protection already.
Phalanx Fighting is overslotted; the base defense to self is unenhanceable. I'd stick with a LotG +Recharge in the base slot.

Weave is very underslotted, it's an important source of defense! OwtS, on the other hand doesn't need more than a slot or two, and Shield Defense certainly doesn't need KB protection.
In general, you've expended a lot of slots on expensive sets that are give primarily typed defense, and that's not a good use of slots or influence.
Here's the sort of thing I would do with your build, it's over the soft-cap for all positions--substantially over for Melee and AoE, and will be easier on the end bar with the Erad set gone and the toggles sufficiently slotted for end reduction. S/L resistance and are recharge is higher too.

You don't need to go past 45% on Melee and AoE defense. Try and get your ranged defense up to 45%. Also, I would suggest picking up Grant Cover so you can cap defense debuff resistance. You don't need as many attacks as you picked up. End-game attack chains use 3 attacks, usually. I would probably drop Cleave because it is the lowest DPS attack of your non-AoEs and the arc on it will make it hard to hit more than one target unless you get them lined up. Leveling up, you may need 4, but can get by with a temporary power or two. Conserve Power's long recharge makes it difficult to justify in builds. Focused Accuracy gives to-hit and adds a place to put Gaussian's set for the 6-slot bonus and proc chance every 10 seconds, but don't run FA if you don't need the to-hit bonus.
Here is what I would do to your build. It isn't finished, but you can slot the rest of the attacks with recharge or HPs. Go for recharge first so you can get Active Defense double-stacked for capped DDR, and Hasten on permanently. Put Active Defense on auto-cast and use Hasten when it comes up. Feel free to rearrange powers as you need.

Alright, so I'm no expert with tanks as this is my first one. I've looked through 20 pages of builds and there doesn't seem to be any SD/Axe combos out there.
This is what I've come up with so far. Please critique and let me know what you'd change to make it more survivable. My live build is still running on SO's for the most part, so I haven't played this build yet.
