PBU will not work on powers that have a +resistance component.

All buffs (including power boost type powers and IO set bonuses) do not work on any power which can take resistance enhancements.

Get Soul Mastery from villain side instead. Power Boost lasts a bit longer and has half the recharge time.

It doesn't have Build Up thrown in it. Soul Mastery does get Soul Drain, but it's at double the recharge of Dark Mastery's.
Does it only work on defense buffs cast on yourself? I click it right before I put cold shields on someone and they are still 23.55% defense.
