Need DP/NRG Blaster build help (pve)

Here's what I have planned atm. I just finished the BS Patron arc and want to get soft capped s/l - e/ne Defense if possible. But I also want decent to fairly high recharge. I have already taken the Cardiac tree line so with my current build (not shown), endurance usage is never a problem. But this build has the end hog Maneuvers power which only has the 7.5% lotg in it and may or may not be a problem.

It's a concept build which limits a lot of choices unfortunately. His hero/villain name is Legend of America (real name unknown). He was a dock worker in PO before his family was murdered by Stefan Richter. He disappeared soon after discovering his family's murders and has operated behind the scenes so to speak. Rumors were that he was a working man. No one ever really knows that the criminals he catches is him, so they dubbed him the Legend of America. So he's some what natural in origin. This is the only reason I went red side. To get the Scorpion Shield since it doesn't have any elemental FX and is a defensive shield. Anyways. Here's the build. Thanks in advance for comments and help. Forgot to mention that I solo a lot and every now and then team. Mostly TF's. Real life tends to get in the way far to often to team consistently.

It looks alright, but I think you will have end issues if you turn the difficulty up and try to go flat out, or wind up being the main source of damage on a tf. Your net gain is only slightly over 1eps. Even with cardiac every attack would take a while to have its end cost recovered. A general rule of thumb is that attacks use more end over time than toggles. It may be worthwhile to move the end redux from toggles to attacks, or to recovery. A pshift proc works out to be about as good as a miracle in the long run.

Particularily since defense is your goal, I would work a steadfast +def into the build.

If you intend to use pistols primarily and not the EM part, depending on your chain, a lot of +rech is somewhat self defeating if you use the aoes, executioners or piercing frequently. You could get a lot of energy defense by going with 3 t-strike in the ranged attacks over the deci's.

I would probably drop BU to 4 slots, 2 rech IOs and 2 pieces from rectified; then find a home for the other two slots, there are several places they could be useful. You wind up with a half a point more s/l def and the others drop, but none of them are really what I would call significantly affected. You would still have a net gain if you put in a steadfast.

I would also move boost range earlier, it is quite nice to have for the short cone and executioners.

Anyway, that is my two cents and inflation has probably gotten its hands on them.

Thanks for the feedback Quartermain.

Implemented a few of your suggestions and over all it seems like it will be a better build. I decided to gut BU completely and spread the slots out to where I thought I needed them the most. Power Thrust got cut a bit too. The way I start off with mobs is hit BU, run into the mob group, hit HoB, Bullet Rain, then leap back out and hit w/e is left with Empty Clips then ST attacks, BR etc...I do use my EM powers if I decide to stay in melee range and for bosses but mostly the aoe's get the bulk of the use.

The end consumption went up a few points but with Cardiac and now stamina slotted the way it is, it shouldn't (hopefully) be a problem. It isn't now with the build I have. In fact I have CP but since Cardiac, I have never used it. That build is a resist build with PFF, Temp Invul and FoN.

I can't believe I forgot to slot the steadfast unique. I always slot it when planning defensive builds but overlooked it for some reason. Thanks!

Do you see anywhere I can take a slot from to put it in Pistols to get that last bit of Def from Tstrike?

To get a free slot, you could unslot brawl and put a couple slots with rectified in BU, and the 3rd in pistols. You wind up about .4% def under the s/l cap that way.

Another way would be to take the resistance piece of reactive out of tough, you stay over the s/l cap that way, and the DR in the +3 def IO keeps the DR slotting in tough near the ED cap.

I think the end recovery is still a bit light, depending on how you play. If you have similar recovery/consumption now and it is working, hopefully it will be fine.

Ok. Worked out to where all my toggles but tactics, now have an extra end red and I lowered the end drain and increased the recovery (got BiB this morning). Have .4% over the soft cap for s/l and got energy def up to 37%. Over capped on the 9% acc bonus but the other bonuses in that power are good so I'm not too concerned with it.

This is close to being done I think since I've accomplished nearly everything that I wanted to. Still have a respectable amount of rchg so I'm fairly happy.

Looks pretty good, you could probably save some inf by using a piece from a cheaper def set in one of the powers that has 4 lotg, you are at 6 9% acc bonuses I think.

Decided to use the 2.3 sets of GotA that I had stashed in my e-mail instead of the LotG sets for better end control. They also probably saved me at least a bill I think so I can pursue the last few pieces I need. Have everything in the build except for the KC set in Bone Smasher, the Miracle unique and the 2 7.5% LotG's that would go in CJ and Veng.

Ran an RSF with the build and went pretty good. Died about 5,6 maybe 10 times but I knew that would happen. Was the 1st RSF I had ran in at least a year maybe more. Had I not been rusty and noob minded I would have brought at least 3 rows of the orange pills instead of the purple pills for the final battle. I was over soft capped with my bonuses/buffs+team buffs and more purps was a waste. Ahh well. Next time I will bring oranges.

W/O the rest of the sets I'm sitting at 41.12 S/L def. 36.89% E def. Recovery is 3.17 end/sec and end consumption is 1.42 end/sec. Still kinda high but easily manageable. Have recovery serum which is cheap to buy and craft (got lucky with this one though, dropped during a mish yesterday) so I'm not hurting. Just got the Marshal accolade during the RSF as well.

So all in all, I'm happy. Thanks much for all the help and advice that you guys have given me.
