Curse of Weariness?!

I was taking my level 50 MA/SR alt through the Alpha Slot missions and moving along pretty nicely. I got to the Honoree/Holtz mission and was about to engage with them when one of the many ambushes arrived. As I was fighting the Rikti, my END bar suddenly bottomed out, catching me by surprise. Not only that, but every power I used ate up a HUGE amount of END.

I noticed a power icon on my screen and clicked on it to find that I had the "Curse of Weariness", which apparently cuts END in half and makes all powers twice as expensive. Is anyone familiar with this? I've never heard of it before, and don't know where I got it from. Unfortunately, the info box told me that it would be around for another 56 minutes of real time, so my mission was ruined. I logged out for the night.

What is this, and why would anyone think this would be a good debuff for a character? Is this new?

Yup, the Curse of Weariness. Pretty nasty. First thing though, ignore the power box description. It's lying. What it suggests is far longer than how long it actually lasts.

As for the power itself, it's used by Vanguard Colonels, I.E. Captain Holtz. It only appears once in that arc, so you shouldn't need to worry about it again. But, if you haven't run Gaussian's "The Red and the Black" arc yet, Vanguard appears quite frequently in that arc. There's a temporary power called "Nectanebo's Curse Breaker" which can kill the power while it's still on you. You get it at the Vanguard crafting table for 50 Vanguard Merits.

IIRC, the power really only lasts about 3 minutes or so. When I get hit with it, I just pull up my browser and watch videos or something until it's gone.

Half right. It reduced your END total by 50. That makes all your powers *SEEM* to cost twice as much. A power that used to cost 10 END still costs 10, but now it takes 20% of your bar instead of 10%.

It USED to last that long but it was pretty onerous and there was a lot of complaining. It's much shorter now and someone else has already posted how to get rid of it immediately (assuming you bought the temp power in advance).

Personally, yes, I think it's an excellent debuff. It's DIFFERENT. And it's very rare. Only Vanguard Sorcerors (whether named bosses or not) have it.
