I'm afraid that this is a common problem that is occurring more and more since the servers moved to the US. (See the Connecting...X thread in the European lounge.) I'd like to think that they will get their techy bods looking into it but I suspect more attention is being focussed on getting i19 out of the gate while stuffed full of turkey.
There's a few tips in that thread about how to work around the updater or kick it into life, maybe one of them will work for you.

The download is crazy long. Turn off the MFE A/V. Post how long it takes and the average kpbs please. I purchased a new laptop and EU account and I'm getting 100 hours to completion and I have ultra fast connections.
Right, I have just purchased a new laptop (v exciting, etc) but of course the Updater (downloaded from my account page) is doing the whole 'Connecting #x' thing.
I have McAfee as an anti-virus, the spec of my laptop is enough to run the game, and wondered if there was anything blocking the updater from starting to download City of Heroes.
EDIT: The EU Updater from the account page doesn't work, it would seem. Also, don't let the laptop go to sleep as then the download resets and won't restart, it would seem.
