On the tomax (City of Data) portion you should benable to fined the referenced charts (melée_heal, etc.). Same for the endurance one. Multiply the value for your level on that chart by the amount in the proc (.67 & .075) as I recall. Either that or by 67 and 7.5. Been a while.
Alternatively if you know the format, I think you can go and enterthe name into your chat bar (I usually use local) to provide an info link then set the leve and at I'm interested in.

Trying to figure out what all that means: So each time I use the power, theres a 20% chance to recover how much in HP?
And independent of that chance, each time I use the power, there is also a 20% chance that I recover how much in end?
(Brute character, in case it matters.)
