PvP IOs

My friend asked me a question about PvP IOs I couldn't answer, and because he's not familiar with these forums I'll post the question here for him.

Is a certain amount of PvP rep needed (like 1.00 reputation for each kill) to be eligible for a PvP IO drop or do you only need a "valid" PvP kill?

Reason he's asking this is because he got one of his PvP characters to around 400 rep some time ago and has been getting less than 1 rep (between 0.5 and 0.03) for each kill, and has had no drops in a few weeks now.

My understanding is that any PvP win could result in a recipe drop, but there is a 5 minute cooling off period after a recipe drop during which a player cannot get another recipe drop. But this is an area of the game I've never followed carefully so I could be way off in my understanding.

Assuming that everything is working as intended, any kill that could earn rep, has a chance to drop a PVP IO, even if the kill is in a zone that doesn't award rep (ie, the Arena).

That's what I've always thought. Any kill that awards any reputation should give drops, but because I stopped PvPing when I9 hit, I don't really have any clue as to how it's supposed to work, which is why I'm asking.

No, when you kill someone, there's a 5 minute cooldown where you can't get rep from them, so there's no chance for a drop from that person, but you can still kill someone else for a chance at a drop.

Once you get a drop, there's a 10 minute cooldown where you can't get a drop from anyone.

I would post a screenshot but I am at the office. but yes you can get a drop when your rep is at 400

are you sure on that last part, no real way to test it considering the drop rates. but I never heard there was a 10 minute drop cool down. just the 5 minute rep cool down .

I can confirm that there is a 10 minute cooldown.

The closest drops I've ever got after they tied PVP IO drops in with rep-valid kills several issues ago were just under 12 minutes apart.

I can also confirm that you can get PVP IOs to drop at the rep cap (technically due to the rep decay, within the 5 minute window you lose and are therefore able to re-earn "0.1 rep"). I have at least one character that is constantly at the rep cap, and he is still able to earn PVP IOs just fine...

Though that said, I have noticed a bit of a tail off in the drop rate in recent months (which admittedly is quite possibly due to limited sample size). I'm currently seeing an average of approximately one IO every 120-130 rep-valid kills, when it used to be closer to 100. At one point (before drops required rep-valid kills) I was averaging one in less than 80 kills.
