Quick answer: Type /respec into your chat line. If the respec process starts, you have a freespec.
If you want to know whether you have any respecs at all, when you first log in, in the list of green system messages, one will say something like "You have X Respecs available."

When you log in, in the main chat windows, along with any free tailor sessions, it should state 'you have a freespec' or similar.
Or type in the chat window "/respec" if you have one, it will start (you can cancel it without using it)
