I've been having the same trouble, only I tried Paypal first and that didn't work, so I waited a couple days and tried with the card I use for my account subscription and no go on that either.
I tried for 3 days with different credit cards. I finally set up a pal-pal account and it went through right away.
Also if you're running NoScript or AdBlock in Firefox, temporarily/permanently give permission to NCSoft and Paypal, or shut them down completely for the duration of the purchase.
Aside from that, the store is just buggy. My husband and I each had to try multiple times to purchase it.

If we hadn't already made about 10 transactions between the 2 accounts in the last couple months I might think it was on my end.
As of now I want to take a large hammer to NCSofts' store software.
I am trying to buy the new origins pack. I have not purchased anything for a while, so I am certain it is not within the 24hr mark. I tried a different card. I thought maybe it was the pack I was trying to purchase and tried to buy another pack by default and still got the same message. I have a US IP address; and my credit cards are valid. sooooooo I dont know whats going on??? is anyone else having issues??
