Generally the game is not very Laggy. There are a few places and situations were lag is common, like in the middle of a Zombie Apocolypse or on "Lag Hill" in the ITF.
There are a lot of things that can cause Lag -- most of them quite technical, and many of them depend on your service provider. The folks in the Technical Forum are probably the best people to ask.

(Also, I find newer zones take more computing power. Paragon City is easier on my GPU than the Rogue Isles. And both of those are nothing compared to the new shiny-ness of Praetoria.)
Might be worth heading over to the tech boards (under "Development"), and post the two reports mentioned in the "how to post" sticky. That'll give the tech heads the info they need to adequately diagnose any local problems. If the lag issue is network related, it might be a bit harder to pin down, but if anyone can help you, the people that lurk there can.

Maybe you're just experiencing heavy lag during the Zombiepocolyspes? I had to bail on a Trick or Treat team in Peregrine last night when a Zombie invasion started up and ramped up the rubberbanding. I went to Bricks and joined a GM hunt and it was fine there.
Teams are the number one killer of soloists.
No lag for me, either. And my PC is about 12 years old and isn't built for gaming. My graphics cards are hand-me-downs and I recently had to remove a bad stick of ram that we cannot afford to replace. I only get lag on the valley section of mission 3 on the ITF and events like the zombies and Rikti.
