How exactly does the game calculate drops?

When an enemy is defeated does it roll for a drop then give it to one person on the team?

or

When an enemy is defeated does it give each person on the team a roll for a drop?


Last question- Does this hold true for all types of drops?

For nearly every item, a roll is made when an enemy is defeated and then the item is given to a random person in the team. If that person does not have an open slot for the item, it is lost.

There are a few exceptions. For example, defeating an AV gives every person a SO. Defeating a DE Monster when you're level 45+ gives every person a chance for a inspiration and an EoE.

It is possible to get multiple drops of different items. See Quinfecta for an example.

For the most part it rolls for the drop and then awards it to one person.

There are some exceptions to this:
1. Mission completion recipes are rolled for individually
2. Tips are rolled for separately (but you seem to have a decreased chance on a team)
3. AVs, GMs and Monsters seem to roll separately for at least some of their drops. For example most AVs give everyone a guaranteed SO while GMs and monsters seem to give everyone an Inspiration roll.

It's also important to remember that each drop type is rolled separately giving:
Enhancement
Inspiration
IO Recipe
Salvage
Costume Recipe (minions only)

I'm not sure where the Temporary Power Recipes fit in. The wiki says that they come from the IO Recipe drop but there is some evidence that they are either in their own category or lumped in with Costume Recipes.

They are either in their own category or in with Costume pieces, I've gotten a temp power and a regular recipe from the same enemy before.

I have not gotten a costume piece and a temp power at once yet, so I can't confirm that one way or the other. Just because I haven't seen it doesn't mean it isn't possible.
