Newspaper Mission Question
Simply put - no.
Later on, contacts may introduce you to new contacts ("I have someone else who wants to speak to you,") but the Oakes contacts, other than the Radio, have always had to be introduced by a mayhem mission. One mission won't unlock all four. (Five, actually, as you need to unlock whatserface, velveeta... er, veluta by trapping ghosts, which is a royal PITA at that level.)
I have a question regarding villain brokers and the contacts they introduce.
I play the game as a "storyline collector". I like to run through each story arc and complete them in their proper order at their proper level - I try not to use Ouroboros where possible. However I've noticed that early levels this is very difficult to do. As an example on redside you get to level 5 and go to Port Oakes. Then do 3 newspaper missions, then rob a bank and then get a contact. THEN you have to repeat this process twice to get two more contacts. THEN you have to get all the story arcs and complete them. I've noticed that unless I turn off xp or do the missions in a VERY specific order I usually miss at least one storyline or (and this is worse) a badge. However I do notice that sometimes I get a message saying "your reputation in Rogue Isles has grown go and see ...... to be introduced to a new contact". I normally only get this message when I have all the contacts so there is little point in acting on it but I was wondering when this message comes up and if I have a missed contact will I get introduced to him WITHOUT doing newspaper and mayhem missions? If so is it possible to force this message so I only need to do one mayhem mission every five levels? In otherwords when I enter Port Oakes is there anyway to get all three contacts by just doing one Mayhem Mission? |
If you're that hardcore about "gotta play them all," then there are a couple of options
1.) Turn off XP when you hit a certain point, ensuring that you can do multiple mayhems and their associated paper missions
2.) Wait. The devs put in Ouroboros to allow access to overleveled content. You gain access to Ouroboros at 25, assuming you have earned the Entrusted with the Secret badge. With the advent of super-sidekicking, you still earn XP for these missions, so of course you may still need to disable that to ensure that you don't outlevel even more content

Each of the rogue islands has contact 'chains' that you have to unlock by running mayhem missions - one mayhem per contact chain. In the lower level islands, those chains are very short, generally only 1 contact in port oakes. After port oakes most of the chains have 2 contacts per 5 level range. The broker will introduce you to the first contact in each chain appropriate for your current level, after that once you outlevel the current contact they will introduce you to the next one in their chain, but not to contacts in other chains.
For information on the contact chains try RedTomax (tomax.cohtitan.com) - there is a link to a rogue isles and a paragon city contact page off the main page. The rogue isles contact page has a pictoral link of all the contact chains, there are 3 or so per island which does make it hard to get them all before you out level them. (I would have included a direct link to the RI contacts but cohtitan is not responding right now).
As other folks have mentioned, if you want to run them all on the same character you will need to turn off XP before you get out of the level range for all the contacts. In most cases this is at every 5 levels (L10 for port oakes, L15 for the first set of contacts in Cap, etc) but it has been a while since I have worried about outlevelling contacts, so to be safe you might want to turn off XP one level earlier than that.
Another option: Once you start a story arc (i.e. you have the little book icon for the arc in the contact window) you will always be able to finish it, even if you have far outlevelled the contact. So, instead of getting a contact, running their arc, then getting the next contact you could run enough mayhems to start all the contact chains for that island, then run just enough missions to get the story arc for each contact until you have them all. At that point you can finish all the story arcs. This may eventually catch up with you and you may find you still need to turn off XP but it is one method to squeeze in more story arcs while still earning XP.

It is much easier to get to 25 and use oro. That is what it's for.
IIRC Oro only does arcs that have a badge assoicated with them, and you miss some things like the temp power from Boccor if you do it via Oro. Turning off XP works best.
I don't suffer from altitis, I enjoy every minute of it.

Temp powers are a different matter - not all the Oro arcs award the temp power that the normal one does and some of them award a different version (such as the Wedding ring in Stephanie Peebles arc - the normal version has like an hour of usage, the Oro version 5 minutes), I suspect that varies from power to power.

What you do not get in Ouro is the non-arc misisons that contacts give out (except for the badge ones). Of course on hero side most of these seem to be "go out and kill 50 of some enemy group in a hazard zone which has groups way to large for you to solo at your level unless maybe if you're a tank". The Villain ones are a bit better.
