It's only on the person using the power. The recipient doesn't get the benefit.
okay thnaks....maybe they should think of rewording the description from
Adds a 15.0% bonus to endurance recovery rate for 120 seconds.
to
Adds a 15.0% bonus to YOUR endurance recovery rate for 120 seconds.
just my opinion
If/when you get more into IOs the wording on this recipe isn't gonna bother you.

Just slot it in Health and fogettaboutit!
its hard to tell from the description so I am gonna ask... is the + recovery to the person who casts the power or to the person it is casted on? so for example if I slotted it in heal other would that person gain the effect of the + recovery 15% or would I?
please only respond if you have used it and know the answer thanks.
