My Elec/Storm. The Archetypical Controller... with very little damage
It can't be that different to solo than my Earth/storm. Yes, before level 32 it sucks to solo unless specifically built for it. After that, it comes it's own and solos fine enough for me and I didn't drop anything more than common IOs into the build.
My Ice/Storm was built to be able to solo . . . it isn't fast, but it works. And other than three IOs from the purple Confuse set in Arctic Air, he has no Purples. He DOES have Chilblain slotted as a damage power, Block of Ice with Hami-Os to max both Damage and Hold, Air Superiority, Ice Blast, Frost Breath and Ice Storm. With those and a few damage procs here and there, he can solo at a rate that isn't entirely painful.
With the outrageous cost of the build you have posted, you should be able to get some damage out of it, but I'm not sure you have really built for damage.

Wow. Do Controllers get Water Spout? I didnt know that. I bet Illusion/Storm/Waterspout would be fun.
Anyway, this is my electric control plan. I doubt I'll actually run the armor or that I'll afford it but I'm slotting towards this.

Argh, say it ain't so. I've been trying to find an Elec/ that I can stand to slog through, and thought /Storm would be it... what don't you like about it?

Storm does just the opposite -- it throws people around. Hurricane and CA directly oppose each other unless you smoosh enemies into a wall. Tornado and Lightning storm (which I don't have yet) will be very actively spreading your opponents out.
Essentially you have two separate toolkits that can sometimes be used together, but much of the time it will be one or the other. I would use Storm a lot more in decent sized teams, and Elec a lot more solo and in small teams.
Hurricane is useful, though, for pushing people into the Static Field.
That being said, I'm going to stick with this character. Regardless of what I just said, I really enjoy playing her and find it challenging.
