You have to go through a contact chain (3-4 contacts) before you see a moral choice. However, the moral choice in the Tutorial also counts towards the badge.

Bonus help: If you want to do all the moral choice arcs, you'll need to disable XP at levels 9, 14 and 19 so you don't outlevel them.

I have started doing the story arcs in Praetoria. Have finished about 3 as a Loyalist, and have hit 6th level. I have yet to get a single morality choice. Is there a list of what missions/contacts give morality choices. I hear contacts give them at the end of arcs, is that right?
