EM/SD Brute vs Scrapper -- also forced to team?

I think it is funny when I see Sheild toons without Phalanx Fighting. I've found that many players without don't understand that it is toggle free defense even when solo. The power grants almost 3% defense to all. Players are paying upwards from 2 billion for a PvP IO that does about the same thing. On top of that, if you happen to be on a team your get even more defense when near an ally, like when fighting an AV. Then to top it all off, you don't even have to slot it with anything. It's the perfect LotG 7.5 mule.
Now, Grant Cover is a totally different story...
Shields will only end up around 30% defense or so with just SO's and taking Weave/Combat Jumping. You'll need sets to pick up the remaining 15%ish to softcap while solo.

Also, why would you ever skip GC on a SD toon? GC provides some of your DDR and helps you to somewhat avoid cascading defense failures.

Plus, with i19, I think (or at least hope) we'll see a few more Shield scrappers granting cover.
So what about the original question. Is there any advantage of playing a brute over a scrapper with EM/SD? And vice-Versa.

Both Lighting Rod and Shield Charge are "Pseudopets," which for the purposes of this discussion means their damage bonus is capped at 400% - And 400% of a Scrappers' bonus is far more than 400% of a Brute's bonus.
Against All Odds has higher numbers applied to a higher base damage scalar for Scrappers than it gives you for Brutes.
Top all that with the fact that it's mostly a Defense set, so the fact that Brutes have higher Resist caps isn't all that relevant for most purposes - and your winner is pretty clear from where I'm standing.

I can see on MIDS that Scrappers do more base damage than Brutes, but I was wondering if brute was better for some reason.
I have a 23 EM/SD Scrapper now and he solos -1/X4 fairly well. Doesn't seem to have much defense.
Was Phalanx Fighting designed to force you to team?
