I live in the United States but I recently had trouble trying to pay for a Super Booster pack using my PayPal from Japan. Because I was in Japan (on a business trip) PayPal flagged my purchase as suspicious and I had to resolve that mix-up with NCsoft.
Unless you have another option I'd try to do something like Zybron1 suggested.

Ive been on CoH/V for about four years. I moved to China about six months ago. At first, I was pleasantly surprised to see that I was able to play the game from behind the Great Firewall, though game update downloads were crazy slow. Anyway, my last subscription ran out three months ago and I have no idea how to get my money to NC Soft to resubscribe. My PayPal has been frozen since I have canceled my US credit card. A friend of mine let me use her verified by Visa debit card. The automated NC Soft payment system says that the payment was blocked because it looked fraudulent, though Skype accepted it just fine.
Anyone have any ideas?
