Stormy, it's probably easiest just to check the Dev Digest and the Community Digest every day to find those things mentioned in parts 2 and 3. They aren't restricted to any one forum, as power adjusting usually affects multiple ATs at this point in the game. Discussions on individual IO sets will pop up on random AT forums as well.
As for patch notes, the patches on test will show up under The Training Room subforum, and those on the live serves will show up under the News, Events and Announcements subforum. (You'll see patch notes listed in the Community Digest as well, as they're posted by the forum reps.)

As for the specifics on power changes, apart from the Dev Digest, that would be best in the specific AT forums. IME, the posts are pretty helpful in pointing out the changes or linking to previous discussion.
Patch Notes going back 3 years
Basically, there is no single spot(s) in the forums that collects this information as concisely as the patch notes themselves do. It's far easier to cut through the chatter and find what you need "from the horse's mouth" so to speak.

To get Patch Notes, I usually just click the Red (?) Link called "Patch Notes" at the top of the loader while the patch downloads.
It takes me to the same place LL linked to. It's the easiest place for me to remember, although I do know about all the other places folks have mentioned in this thread so far.

1. Which forum and subforum must I go to read about patches done, more specifically, I tunr on my computer on wednesday afternoon, I start the game, I see it updating the client, where do I go to read about what was this patch for?
2. Which forum and subforum must I go to read about power "adjusting", I understand that powers periodically get re-adjusted, and that is fine with me. But I want to understand clealy what it was changed from and to what. Where do I go to find out about it?
3. Same as the above, but focused on changes to IO performance, such as the correction to Blessing of the Zephyr, I am sure more changes will occur in the future, where can I go to read about thse changes, and to learn what these changes entails?
