spines/regen - Possible to soft cap defense?
I don't have my hero planner on this computer or I would check definitively for you. My answer is: I highly doubt you can have soft-capped defenses in any single category.
Defense-based (non-tanker) sets have a challenge at soft-capping defense with careful IO choices. Those builds usually rely on Combat Jumping and Weave for a little extra defense. I posted a claws/regen scrapper build in another thread recently. Defense wasn't above 25%, but it didn't really have the potential to go much higher than 35% for any position.
Hrm. I made an Issue 19 Spines/Regen build that is at 41% S/L Defense with 41.3% Global Recharge. The attacks are slightly gimped though.

You could probably soft cap S/L without gimping yourself; I frankly don't see soft capping more than one type/position by starting out from scratch. I did make a BS/Regen scrapper with soft capped Melee and 24% Range/AOE but as you can guess it strongly leverages Parry for the Melee defense.
Things will get easier next issue with inherent Fitness; that will save you three power picks loosening the build up a bit. It still won't be cheap though!

As others have stated you can but you will severly take away from other powers. You'd be much better off aiming for 35% defense and going for a metric ton of recharge.

Dark/Shield Build Thread
How does this look - i added a potential power pick and slotting for when i hit 50 - im almost to 49 now. Mids shows 30.5% melee and 130% recharge but the export does not. Im not an expert yet with Mids it must be taking an inherent or something into account yes?

Yes you can with Shadow Meld you can get to a 15 second gap so the way to go is high recharge and rotate Shadow Meld, Mog and IH

Ok, lets try it this way. Id like to get closer to soft cap with my scrapper if possible without sacrificing playability. I do a bit of everything so he needs to be sort of all around and even maybe some farming.
