There's a character information option on the menu. Forget what it's called. Or just issue the "/info" with no target selected. It'll have a Badges tab with both an icon display and a count of the badges you have.

More directly, you can make it automatically open the Badge tab by using /infoselftab 3
Or...select Menu, scroll down to J which will give you all your character information, there is a Badges tab there.

You might also look into City Info Tracker or Badge-Hunter.com. They both use an external program to track your badges and upload the info to their web sites. From there, you can check the badges on all your characters while not in the game or even while on a different character.
