Hero's have to complete the patron arcs just like villains have to in order to get access to the patron powers

Just coming back to the game and downloaded the new version of Mids.
Can heroes now take the villain patrons? Or does a hero have to go Rogue to do so?
I am waiting for the internet guys to come to the house so I cant log in to investigate.
