The first thing I'd try is to shut off the StarDock programs you have running and see if that resolves the issues. ObjectDock and ImpulseDock are the two I see running.
Also, make sure that WindowBlinds is not trying to skin CoH. Set it as an exception.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Killed the docks, set the exceptions. Still nada.
So I tried running COH in safe mode, which worked. Saved the graphics options, restarted in normal mode. Changed the screen resolution just fine, but when I try to make changes to the graphics quality I get the waiting icon and it just sits there... much like the loading screen previously.
I am hoping (Fingers crossed) that your next suggestion is not 'Replace the graphics card' 'cause this one's not even a year old. Well... in terms of how long it's been since I bought and installed it, anyway.
This probably won't solve the program but it might. Go into the game directory and right click on each of the .exe files. Choose properties and then under the compatability tab check the boxes for disable desktop composition and disable visual themes.
Also make sure the power connection to the graphics card is good. If the card isn't getting enough power it would handle lower graphics options fine but freeze up under load.

Always happy to try something new, one never knows where a solution might come from. In this case, not so much.
Jiggled all the power connections, made sure they were tight. Changed the settings as advised. No noticeable difference.
I had the same thing occur to my laptop, and I was told pretty much the video card is screwy... which is odd, cuz this is the ONLY game that does not run on my laptop.
Trying Mandu's suggestion to see if that'll work for me.

The updater starts and runs just fine. After I click 'accept', the title loading screen comes up and that's where I get stuck.
I tried closing and restarting the program, and the computer as a whole, no luck. Updated all the drivers, still no go. Below are the results of HijackThis and COH Helper.
