Nice Build Strato
I am working on an Ice-Fire-Ice Dom myself.
One thing that I noticed was that you slotted Hot Feet and Mud Pots differently.
If you changed the slotting on Mud Pots to be similar to Hot Feet, you would get a little more endurance use out of the build between Domination activations. I cannot really see any other ways to reduce your endurance use without ripping out the fighting pool.

I tried that once. Ran out of end before I could finish taking out a freak boss (one level higher) and I wasn't even running hotfeet or mudpots.
Earth is just a total end hog and I'm not sure 60% end reduction in the attacks will be enough with the Fighting toggles running; my build skipped those and just had Maneuvers. Also, the APPs are getting a noticeable end use increase as well, which will further exacerbate the situation.
I'm not going to be a downer on this, so I'll whip you up a build that I would use. I'm not so sure I would use ice, but I'll see what I'll go with.

This is by no means perfect and on a negative hand, it's poorly put together, but if you want perfect you got to give me about 3 months.... XD But I've lowered end usage, recharge, and reordered and reslotted alot of powers... some I took, some I switched for the better fitting powers, and now you add some befit to a team if your on one. More Acc is a must, even though you can hit most whites and yellows with 120% acc, I always try for at least 150%. post if you have some questions.
Here, try this one for a bit more end efficiency in the attacks (still no guarantees you won't run out of end while taking down higher level bosses). Swap in some purples if u need permadom, but this one is pretty affordable with the new Merits. You can also slot in some LoTG 7.5% rech in 3 places if u want and it'll make the build that much better. Also, Sleet can't handle Posis yet, so swap that in when it gets patched. You can probably fit Mud Pots in where I put SS, but you'll be hurting for end if u steal slots elsewhere to slot it up.

I went for Fire/Earth/Mu for my guy. He is level 50. I used a respec on him last night and how he is Fire/Earth/Fire. I never worried about IOs or anything on him before the respec because I only used Hot Feet and I had Power Sink. My new build (still using SOs only) has both auras and no power sink and lots more end costs in the extra epic AOE goodies.
Endurance Useage: Brutal.
Damage Potential: Brutal.

Thank you all for the comments so far, I have some nice things to think about. Teaming with electric controllers and dominators has really helped me while leveling so far (it is also spoiling me, I am sure).
As my recharge ratchets up through the builds life, I will be able to rely more and more on Domination for that nice end bar refill. Also hoping Tough and the imps help lower my incoming damage enough where I can let Hot Feet do more of my work for me.

I have been itching to play a Fire/Earth dominator ever since Earth Assault was made. Having two damage auras is great fun for me. I wanted to wait until GR came out to make and so now I have and I am level 28. So far it is everything I hoped it would be.
Obviously, endurance is my biggest concern, so any additional help in that area would be nice. I have and use Cages, but I am thinking of dropping it later; or am I making an error and I should slot it better?
