Updater Not Downloading Files
I'm having the exact same problem. It really puts a damper on things. And for the record, I'm in a country where they don't sell CoH and LITERALLY cannot get city of heroes any way aside from a download without waiting 2 or more weeks for it to ship internationally.
Does anyone know if the steam version downloads from steam servers or from CoH servers? Maybe I can buy the going rogue complete pack and download from them, hah...

Hey, for anyone else who's having this problem, for me it solved itself by...Letting the updater sit for about half an hour. Ironically while I was downloading steam, installing it, and about to buy going rogue to put onto this computer, heh!

I'm stuck exactly at the same point.
I accidently quit while it was applying the new patch and I couldn't run the updater as it kept crashing. So I renamed the PIGG directory to force it to reload - and it gets stuck on the sound.pigg. I re-tried it 3 times, and it gets to the exact same spot and dies.
I'll leave it on like someone suggested and see what happens. Otherwise I'm quite screwed right now as I cannot play the game at all.

So after a long string of increasingly frequent crashes, I broke out the nuclear option and did the "backup->crash-disc restore" thing today. Since I don't have a CoH disc released since 2005, I opted to just download the Updater and install the entire game that way. Unfortunately, I seem to have hit a snag; it downloaded the first half-gig or so very, very slowly, but when it got to sound.pigg it froze. After ten minutes of no progress I hit the Quit button and opened it again; now it's simply not downloading. It sits at 0 bytes of 3.0 GB, with a time to completion of 903,000 hours. I cannot, for the life of me, figure out what the problem can be here, whether it's something on my end or the server side. Any ideas?
