Time Travel is far to Static
It's hard to imagine Cimerora EVER decaying under those conditions since the ITF gets run constantly.
Part of the problem with making an "evil" version of the ITF is that Cimerora has already been firmly established as a co-op zone, splitting it up like that would require a change. As far as the story goes, the idea is that the changes being made in the past are bad for everyone, both the heroes of Paragon City and the villains of the Rogue Isles. This unfortunately breaks the stories for some player characters who maybe don't care about that, or might even want to align themselves with Romulus and his Nictus benefactors, but them's the breaks.

And the "perpetual ITF" is covered by the decay i mentioned. Yeah sure it will be "good Cim" most of the time but the inate decay would also insure there at least a little perodic corruption. Think of the zone as a "hero"
The Evil ITF shifts you to "villian" and the ITF to "hero" but it would on it's own decay toward Vigilante or rogue.

Was in Cim earlier and realized "you know no matter how many times i do ITF nothing changes"
This is time travel, we're trying to prevent the fall of the present. What if the Devs rejiggered cim like Recluse Victory. By doing the Task force time shifts keeping it as it is now. But slowly over time it "reverts" to a war torn city where Romulus is making his move. Maybe they could even add a EVIL TF where you help romulus accelerate the destruction.
And since GR is the thing maybe you can earn hero and villian merits for purple if you say do the ITF/RTF 5 times?
