Does anyone else have problems coming up with ideas for commissions that aren't just pinup type shots btw? I seem to have a real hard time thinking up something original. Maybe its cause I don't have any of my chars in some type of story or RP. *shrugs*
Jet-pack zombie suggests one heck of a back-story, it's an awesome piece.
Having a personality described and imagining the kinds of adventures the hero gets involved can result in unusual situations to be drawn, but even then the creative juices can run dry. It can help to collaborate to produce an unusual scene that pseudo-logically brings together two characters with tales to tell. But then the commission cost goes up

Simple answer: Yes.
Of course, part of the problem is that a lot of the artists, and a lot of the quick deals that pop up, are strictly pin up in nature...
But besides that... In can be difficult to think of a cool scene or pose or situation, specially if a great artist just opened up X spots and you are trying to be quick enough to ensure you get one of them! Some ideas I've had to help this, which I have taken to varying degress myself, would be:
DA Favorites - Favorite poses, scenes, etc you like which you may eventually like your own version of, and keep in a seperate folder to reference later.
Image Folder - make a folder on your comp to save other types of images - magazine covers, album art, whatever, for the same purpose.
Ask others - Be it the artist themselves (a lot of artists like the freedom of going whatever way they want, others like everything spelled out) but seek input from friends and such whose opinions you trust. Sometimes it can be a real eye opener to get input on how other see, or would like to see, the character.
Anyway, yeah.. sometimes it can be tough to think of exactly what you want to see... You are not alone
Glad then that it isn't just me, but I love some of those ideas Will try and start using them more. I do often like letting artists run with a general idea cause I've got some of my favorite pieces while doing that.
