The Mission Teleporter is, like Fulmens said not a basic part of the game and must be purchased seperately. It's in the Mac Pack, which includes some costume options as well. And no, you don't need a Mac to purchase and use it.
And while nobody explained it to the ZAM reviewer, it's not really used for missions within the same zone. Obviously you can and it works, but the intention behind it and what most people use it for is to shorten trips to missions in a different zone then you are currently in.

I had to watch that video just to watch his toon try to kill himself with falling damage. I wanted to see how many times he tried to do it.
