Changes to Soul Drain?

Is Soul Drain supposed to lose stacks once it gets closer to the duration being over? Ive been noticing that it doesn't seem to last the entire duration. So lets say it hits 10 enemies about 7 seconds before it ends it will start blinking and losing stacks till the buff just wears off. WAI?

What AT are you on? I just logged into my DM/ELA Brute and did not experience this. Soul Drain hit 6 foes and I had all 6 icons remain for the full 30 seconds. My damage buff is monitored as well and this also showed a full 30 second duration.

I tested it out on my dm/sd scrapper after reading this, the buff icons and total damage bonus lasted the full duration of the power so thus no changes.
