If they are full villain, you should be able to promote them, no matter what AT they are.
It worked fine for my SG, but still no go with the VG.
Devs hate villains.
I'll start with one of those obvious "doh" things.... Is the toon you're using to do the promoting at the proper rank/setting to do so?

I'm sure this is somewhere on the forums, but Search didn't help me at all.
If you take a toon through Praetoria, and you now have 'hero' that is a full villain, can you promote them in a VG?
I added the toon to the VG, but the promote button will not light up. Just wondering if anybody had an issue or tried this already.
