Log in first with a level 20 villain and then try it, assuming you have less than 12 characters on your preferred server so you can create a new character.

Logged in with both my 23 and 35 villains, though unfortunately I'm at 14 characters, so I can't check on my main server yet. I'll check again once the store comes back up though

It occured to me that both my afforementioned villains were in co-op zones, so I moved my 35 Dom out of RWZ and into a proper Villain zone, and logged her out there. Poof, instant SoA access

This may just be related to the store being down (and therefore, my being unable to create any new characters on my primary server) or the fact I've been gone for a couple of issues (
), but when I attempted to create a Soldier of Arachnos on another server, they remain grayed out/unselectable.
It's not super-important right now (I was just going to play with a costume options then jump back in to work on my new Praetorian MM), but thought I'd ask anyway. Strike while the iron's hot, and all that
Edit: Nevermind. Seems to be working now, either due to the amount of time expired, or the fact I moved my 35 Dom from RWZ to a proper villain zone
