End Mod Sets in Electric Control

Upon looking at both Mids' for Going Rogue and the ParagonWiki entry for Electric Control, I noticed that a few key powers do not accept End Mod IO sets. I have an off-the-wall hunch as to why, but it still seems kinda strange that some powers that can be slotted with generic End Mod enhancements wouldn't accept End Mod sets. Any beta testers out there that would like to clarify why End Mod sets aren't slottable in all of the Electric Control powers?

Well, the three powers that don't accept EndMod sets in Mids (Static Field, Paralyzing Blast, and Synaptic Overload) might not accept them for the simple reasons of:

1) Error in Mids
2) Error also in ParagonWiki

or

3) to make you slot for the power's main effect, instead of the EndMod portion of it


I don't know why 3 might be, as that should be player choice. But that's the only reason I can think of.

I've been leveling an Elec/Kin Controller since release, and I can confirm that at least Static Field does not accept End Mod IO sets, so it would seem that the information is correct and that none of the last four powers of Electric Control accept End Mod IO sets. Intuition would suggest that there is no good reason for this since the other powers accept End Mod IO sets and all powers accept generic End Mod Enhancements. Besides, like you mentioned, Enhancements are generally slotted to a player's taste.

My best guess is that it has something to do with the Energy Manipulator: Chance to Stun proc. I doubt that it would do much harm in Synaptic Overload or Paralyzing Blast, but depending on how it would behave in Static Field and pet attacks, it could be something powerful. Imagine a chance for a stun each time Static Field pulses or a pet hits something; it could be serious. Given how short the stun is and how the purple patch would cut it down severely, though, it really shouldn't be a game-breaker in any case.

So who knows. It's quite strange. Really, I'm hoping that it's just an oversight so that I can at least experiment with stun procs all over the place because it seems like a fun idea.
