I had the same issue. I was getting an error when the program was installing to. Finally, I changed the install folder to a desktop folder in stead of the default and it worked.
I had same error trying to DL the 64 bit Net 2.0, but turns out i didnt need it, or had it already, not sure.
You may also need to have the install program "run as administrator", right click on the install program, select "run as administrator" from the drop down menu.
