Positron's i13 letter: We are trying to make PvP more accessible to new players, while giving experienced PvP'ers the advantage that comes with formulating tactics around the new systems we're putting in place. PvP from now on will be on our priority list. If something isn't working out, we'll be in there tweaking it and making it work, for the entire future of the product, not just Issue 13.
i figured it was too good to be true. 
but at least i can pop a blue and use it before blizzard wipes everything out.
its still better to use it before since you get the resistance debuff off for the entire duration of blizzard and you'll probably hit more pre blizzard than after.

true. that's the same reason i drop sleet 1st in my triple storm o' DOOOOOOM!! combo which i'm addicted to. i cant get enough of storming mobs into oblivion on the itf. especially because they're usually fulcrum boosted and the sea of orange numbers pleases me.
