I know someone who was able to re-up their account over the phone so I dont see why you couldnt do the same in requesting to purchase a booster pack and have the code added to your account. - But, I dont work for NCSoft, so not positive you can do it, but you can always try.

The NCSoft store is the only (legitimate) place to get the super boosters from.
If you are outside the U.S. that might be your problem. The store has issues with non-US credit cards, from what I understand (I don't really understand the specifics, that's just what I've heard).
Regardless, if you're having problems getting a credit card purchase through, you should be able to use one of the other payment methods.
I know you can use a PayPal payment for the subscription charge, and I *think* you can also use PayPal for other (ie booster pack) purchases.
I know you can use one of the pre-paid Visa gift cards to purchase booster packs (I did it last night). If you aren't in the U.S. I can't comment on how hard or easy those are to get, but in the U.S. you can pick one up from pretty much any grocery or convience store.

yea i cant even use paypal, its like my account is locked to all forms of payment : /
NRG, are you contacting them directly or through the Support Ticket system? If it's the latter, ask to have the issue escalated.
Also, remember to update your status through the Support ticket (do not create a new ticket every time,) if they see no response from you after a certain period of time they will assume that the issue is resolved.
Personally, I've had great results with NCsoft support. If after 24 hrs, you are still having an issue, update your status and let them know that you still cannot purchase. Like anything else, I'm sure issues arise that they haven't dealt with, perhaps their usual method for fixing the issue you are having didn't work and they have to actually research what the problem might be.
Update your ticket every day if you have to, but let them know that "Hey, still not working."
are there any other websites we are able to buy the booster packs from besides the ncsoft site? i cant buy em on the official site, so i called customer support, they said that there payment system was somehow security tripped, and that they are not able to turn it off, they said i would be able to purchase (about 2 weeks ago) that i should wait 24 hours and try again, i told them that i have been waiting a week and still cant buy anything, they said, and i quote "well then im not sure whats going on"...wtf? so now i cant be bothered waiting out the crap ncsoft store, so if possible i would like to buy em somewhere else.
please, PLEASE tell me there is some online store i can buy em from : /
